As president Yoweri Kaguta Museveni is set to make changes in the cabinet, many incumbents and the country are anxiously waiting who will be coming in and who will be axed in the upcoming reshuffle.
Sources close to the appointing authority have disclosed to us Kiboga district woman member of parliament Ruth Nankabirwa Ssentamu is of those who are expected to big in the next government.
Nankabirwa who played key role during the age limit removal is expected to be appointed the new Prime Minister replacing Dr Ruhakana Rugundu whom the sources said has performed below the president expectations.
The greatest weakness the president discovered from Rugunda is that he has been too indecisive and wanted to please everybody yet that position requires decisive leadership.
Sources further said that Rugunda had already played the role and accomplished the work he was assigned to do after being appointed the Prime Minister. His major role he was appointed to accomplished in 2014 was to neutralise his fellow Mukiga and childhood John Patrick Amama Mbabazi aka JPAM.
On the other hand Nankabirwa, who for long was suspected of being a JPAM mole, has largely done well. Not only has she demonstrated great loyalty, she has grown in experience and stature.
The other big reshuffle the president is expected to make is senior minister Sam Kahamba Kutesa who is expected to be appointed the new energy minister replacing the incumbent Irene Muloni.
At the foreign affairs ministry, Kutesa (who controversially missed this year’s UN General Assembly in NY) is to be replaced by equally prolific man from Kasese Dr Crispus Kiyonga who he currently supervises as Ambassador to China.
Frank Tumwebaze is also expected to be replaced Chris Baryomunsi as an Information, Communications and Telecommunications (ICT) minister.
NRM Secretary General Justine Kasule Lumumba is slated to be replaced by the powerful current Presidential Private Secretary (PPS) Molly Nuwe Kamukama.
Molly is well appreciated by people who matter in the first family and her track record of high mobilization performance makes her suitable for the Secretary General position because of the way the Kyadondo East member of parliament Robert Kyagulanyi has caused alot of threat making it necessary for Museveni to begin early campaigns in order to keep his seat in 2021.
However, some big hurdles stand in Molly’s way including having to go through two levels of approval. One is the CEC and the other is the NRM Movement Conference where some radicals might object to her appointment because of where she comes from. With Museveni being both President and NRM Chairman, there is widespread perception in the NRM party that his native western region is already eating enough.
Vice President Edward Ssekandi who early this year begged Museveni not reappoint him in the new cabinet is expected to be replaced by speaker of parliament Rebbecca Kadaga.
Some are suggesting that Nankabirwa becomes Speaker, VP or PM. There is also Bamunanika MP JC Muyingo who is being marketed by a powerful first family lobby for the position of VP. He is being fronted for the position because of his being Muganda and a Catholic just like Ssekandi.
