Cabinet has defied President Museveni’s directives to cancel new rates for duty facility allowances for civil servants.
The ministry of public service confirms that contrary to Museveni directives, the new rates will only apply to ministers and permanents secretaries excluding the ordinary civil servants.
The president in a letter dated September 20, 2018, questioned why cabinet approved a pay rise which is not reflected in this financial year budget and ordered its cancelation.
“We know he is the president mandated by the constitution to issue directive but on this occasion we shall not follow his directive,” a source within the public service ministry said.
The decision by the cabinet to ignore presidential directive was however, not welcomed by the majority population who blames the same cabinet of approving the mobile money and OTT taxes.
“When it comes to issues that affect their pay they defy it but the matter that affect local population is hurriedly approved,” a trader at Kikubo market fumed.
It is not very common for cabinet to oppose what president Museveni has proposed and is it to be seen what his reaction will be.
