Officials from the Uganda Police Force (UPF) have failed to explain an expenditure of Shs 22 billion purportedly spent on training of officers during the financial year 2015/2016.
The auditor general John Muwanga queried the expenditure noting that initially, a sum of Shs 15.8 billion had been budgeted to facilitate staff training. Instead, up to Shs 21.9 billion was spent leading to an excessive expenditure of Shs 6.14 billion.
Muwanga says that he was unable to ascertain whether the money was spent on training and appropriately spent since the training needs assessment report had not been signed and acknowledged by the then inspector general of police Kale Kayihura whom it was addressed to.
“Without a supplementary request of the Shs 6.1 billion excess expenditure, assessment of training needs, the courses and staff trained, this expenditure remains doubtful,” the auditor general stated.
He added that the training reports did not indicate courses undertaken and places where the training took place and that there was no evidence that a training needs assessment was carried out to determine gaps before the training was conducted.
‘Quarter one and quarter two indicate that 250 officers were trained in Police Disciplinary Court procedures but did not reveal the names of officers trained, the course modules, training instructors and what was paid to them…,” the audit report points out.
Ntungamo Municipality MP Gerald Karuhanga put police undersecretary Rogers Muhairwe to task to prove that police spent the money on training. But Muhairwe failed to avail the list of officers who were training and a breakdown of the expenditure saying that he had not carried it.
The Public Accounts Committee (PAC) chairperson Angeline Osegge doubted the existence of the lists since the Force had initially failed to avail them to the auditor general for scrutiny. Osegge told Muhairwe to prepare to pay back the money in the absence of tangible evidence related to the expenditure.
