Behind the scene: How M7 is frustrating NRM SG Kasule Lumumba

by James Ateenyi

The Office of the National Resistance Movement Chairman at Kyambogo has kicked off recruitment of over 200, 000 people to work as ambassadors of Operation Wealth Creation.

The Private Media Assistant to the NRM Chairman, Faruk Kirunda told state owned newspaper, the New Vision on Monday.

Addressing the Media Tuesday at his offices on Plot 13, Kyadondo Road, the NRM Electoral Commission Chairman, Dr. Tanga Odoi who is also a member of NRM’s Central Executive Committee and was art of the Chobe meeting confirmed the recruitment saying the resolution in a bid to take government activities closer to the people.

However, the recruitment has not gone well with the NRM party Secretary General, Justin Kasule Lumumba.

In her letter dated May 24, 2019, Lumumba disowned the exercise saying she was not aware and that it was not among the Chobe resolution.

Her letter was in response to Kirunda’s who had on May 15, 2019 written to the Minister for Presidency Esther Mbayo tasking her to guide Resident District Commissioners whom he said in the letter were resisting the recruitment.

Asked whether this matter in deed came up at Chobe, Odoi said, “I was in chobe and we resolved that the parish model needs new dispensation and new staff. This program will be for the people of Uganda not NRM followers. It doesn’t need to come from the party secretariat. It needs to come from the national chairman who is also the president of Uganda. The creation doesn’t spell any contradictions within the NRM. Whoever did not listen to simple English used then can make contradictions.”

He explained that agents or cadres (200, 000) will to help strengthen OWC. Odoi said this initiative is called the Parish Model.

According to Odoi, this model will make all government activities centered at the parish level and not where it has been before, the Sub County.
